While useful for other\n reasons, efforts to stem greenhouse gas emissions have failed to put \ncarbon dioxide, a major contributor to global warming, on a course \ntoward lower levels.<\/p>\n\n\n\n<p>Climate change experts and economists have proposed a solution: Put a\n price on carbon emitted to the atmosphere from the burning of fossil \nfuels and allow market forces to slow the runaway carbon train. Such a \npolicy could be implemented several ways: a system known as cap and \ntrade, a tax on carbon emissions, or a carbon fee and dividend with \nrevenues returned to citizens.<\/p>\n\n\n\n<p>Economists have advocated putting a price on carbon for decades, \njoined more recently by international organizations such as the World \nBank and the International Monetary Fund. As of January 2018, carbon \npricing policies have been implemented in more than 40 national, \nsubnational, or multi-national jurisdictions.<\/p>\n\n\n\n<p>At the May 16 City Club of Corvallis meeting, three local experts \nwill discuss the pros and cons of carbon pricing in the context of the \nnature and scope of the climate change problem. They include Carla Wise,\n biologist and environmental writer, and two Oregon State University \nfaculty members: Phil Harding, Linus Pauling Distinguished Engineer in \nthe College of Engineering; and Bill Jaeger, professor in the Department\n of Applied Economics.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignleft\"><a href=\"https:\/\/cityclubofcorvallis.org\/wp-content\/uploads\/2018\/04\/Carla.png\"><img decoding=\"async\" src=\"https:\/\/cityclubofcorvallis.org\/wp-content\/uploads\/2018\/04\/Carla-150x150.png\" alt=\"Carla\" class=\"wp-image-1067\"\/><\/a><\/figure><\/div>\n\n\n\n<p>Carla\n Wise is a plant conservation biologist turned environmental writer and \nclimate solutions advocate.&nbsp;She has written on topics including forest \nmanagement, endangered species, agriculture, and climate change. Her \nwritng has appeared in &nbsp;<ins><em>The Oregonian<\/em>,&nbsp;<em>High Country News<\/em>,&nbsp;<em>The Huffington Post<\/em><\/ins>,&nbsp;<em>The Utne Reader<\/em>&nbsp;and elsewhere. She is author of &nbsp;<ins><em>Awake on Earth<\/em><\/ins><em><ins>: Facing Climate Change with Sanity and Grace<\/ins><\/em>&nbsp;(2016) and volunteers with Citizens\u2019 Climate Lobby.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignleft\"><a href=\"https:\/\/cityclubofcorvallis.org\/wp-content\/uploads\/2018\/04\/harding-cbee.jpg\"><img decoding=\"async\" src=\"https:\/\/cityclubofcorvallis.org\/wp-content\/uploads\/2018\/04\/harding-cbee-150x150.jpg\" alt=\"harding-cbee\" class=\"wp-image-1068\"\/><\/a><\/figure><\/div>\n\n\n\n<p>Phil\n Harding brings 15 years of industrial and business experience to roles \nas Linus Pauling Distinguished Engineer and Associated School Head of \nchemical engineering at OSU. He worked in the oil, pulp and paper and \nmicroelectronic industries with responsibilities in process engineering,\n research and development, product reliability and worldwide \nmanufacturing and research strategy. He is a certified Professional \nEngineer and holds 15 patents. His most recent full-time industrial role\n was serving as a Master Technologist for HP.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignleft\"><a href=\"https:\/\/cityclubofcorvallis.org\/wp-content\/uploads\/2018\/04\/jaeger_bill_comp.jpg\"><img decoding=\"async\" src=\"https:\/\/cityclubofcorvallis.org\/wp-content\/uploads\/2018\/04\/jaeger_bill_comp-150x150.jpg\" alt=\"jaeger_bill_comp\" class=\"wp-image-1069\"\/><\/a><\/figure><\/div>\n\n\n\n<p>Bill\n Jaeger is a professor in the Department of Applied Economics, where he \nspecializes in policy issues related to water, climate, land use and \nagriculture. He has been a Fulbright Scholar at the University of \nVenice, Italy, has taught at Williams College, the University of \nWashington, University of Oregon and has been a research economist and \nconsultant to the World Bank. He serves on the board of directors of \nELAW, the Environmental Law Alliance Worldwide.<\/p>\n\n\n\n<p>The meeting is free and open to the public and will begin at 7 p.m., \nWednesday, May 16 at the Corvallis-Benton County Public Library.
